INDIANAPOLIS - Gov. Mitch Daniels has signed the Great Lakes-St. Lawrence River Basin Water Resources Compact into law.

Bill sponsors, Sen. Beverly Gard, R - Greenfield, and Rep. Scott Pelath, D - Michigan City, made the passage a priority. It passed unanimously out of the Senate on Jan. 17, and it was passed by the House on a vote of 91-8 on Feb. 12.

The Compact is the culmination of a five-year process of negotiations among the eight Great Lakes states. The Great Lakes governors endorsed the Compact in December 2005.

To become law, it must be adopted by each state legislature and receive the consent of the U.S. Congress.

Minnesota and Illinois were the first states to adopt it in 2007. Legislation is pending in Michigan, New York, Ohio and Pennsylvania. Wisconsin continues to work toward legislation and hopes to have a bill introduced in 2008.

"For Hoosiers and everyone in the Great Lakes region, the Great Lakes hold the key to our economic health, to our recreational opportunities, and to irreplaceable family experiences," said Tom Anderson, executive director of Save the Dunes Council.

Jeanette Neagu of Michigan City spoke for the Lake Michigan League of Women Voters.

"We urge the two remaining Lake Michigan states - Wisconsin and Michigan - to join Illinois and Indiana in giving the Compact the legal power needed to protect our waters from detrimental diversions beyond the water basin," she said.

Pelath deemed it "a monumental step."

"Governors of both parties in all eight states support this agreement. As a legislator, I know how good ideas sometimes get bogged down with unrelated issues. I would urge the leaders of these two states to follow Indiana's example."

This is wonderful, but unfortunately some knuckleheads in the Wisconsin state legislature are trying to make unilateral modifications to the compact that would essentially throw the whole thing out the window. Let's keep our fingers crossed that they use their heads...
