I heard that the Punch 10 includes people who changed one person: F'rinstance, the Gentle Reader punches 10 then flips through to change one vote, say from Bogeyman to Judge Lang. It still counts as a Punch 10 but it really is technically a split ticket.

Some quick 2004 - 2008 comparisions:
The number of registered voters in 2004 is not available on the LaPorte County website so I cannot calculate the overall voter turnout percentage. Correct me if I am wrong (I know everyone will) but in 2004 we still used "punch" ballots didn't we? 2006 was the first time we voted electronically.
