For the second time in four months, a teenager has gone missing from his home in Michigan City, IN; and this time, his girlfriend has disappeared with him.

Fifteen-year-old Zachary McGinnis first went missing in January 2012; although he was found within a couple weeks, the teenager has vanished again, and is now accompanied by his girlfriend, 15-year-old Kaytlin-Hootman.

Both teenagers have been missing since Monday; they are students at Michigan City High School. Initial rumors put the two heading towards Gary; but information from a local search team also indicates anyone near Interstate Highways 20 and 12 should also be on the lookout for the teens.

Zachary McGinnis is 5’5, 125 pounds, with brown hair and hazel eyes. Kaytlin Hootman is 5’2, 120 pounds, with brown hair and brown eyes.

“Zach” was last seen wearing a red hoodie, blue jeans, and a white hat with the word “Grumpy” across the top. Kaytlin was last seen wearing a long-sleeve blue shirt, dark “skinny” jeans, and white high tops. She was believed to have a white NIKE backpack in her possession.

Christine Salzer, a missing persons’ advocate with “Moms on a Mission”, is based out of LaPorte, IN, just a few minutes from Michigan City. Her group is once again working with the MCPD to locate Zachary – and this time, Kaytlin – as well. Their efforts were successful in January, and Salzer hopes for a repeat success story this time. If someone wishes to leave an anonymous tip for the searchers, they may do so by contacting Christine at (219) 379-4091.

As the search continues for two missing Indiana teenagers, it appears one of the teens’ privacy has been violated by an adult close to the case.

This morning, a man using the profile name of Chris King posted a comment on the Michigan City Police Department’s FaceBook page about the teen’s situation:

Hate to burst anyone’s bubble but Zachary has been in and out of the juvenile center where I work. He’s a compete idiot and both him and that girl will be brought back for runaway for a status offense.”

Within minutes of the posting, the LaPorte County Dorothy S. Crowley Juvenile Services Center began receiving complaint calls about the message, which appears to be a violation of the teen’s privacy. The Health Insurance Portability and Accountability Act (HIPAA) of 1996 calls for privacy of a person’s medical records and information; the comment made by Mr. King appears to be a direct violation of that act, as he is an employee of the facility.

Dennis Orr, Director of the LaPorte County Dorothy S. Crowley Juvenile Services Center confirmed to MPN that complaints had been received about his employee’s actions. “While we cannot confirm or deny whether someone has been in our facility, we take every measure to ensure privacy is always protected,” Orr said. “We take accusations of privacy violations very seriously, and the situation is being investigated and dealt with appropriately.”

Christine Salzer, an advocate with the group “Moms on a Mission” is leading the search for 16-year-old Zachary McGinnis and his girlfriend, 16-year-old Kaytlin Hootman, who have both been missing since Monday. Salzer herself was one of the people who contacted the Center to discuss the privacy breach.

“I find it disturbing that a government employee would have such unkind things to say about a child, and even more disturbing that one would violate a child’s privacy in this way,” Salzer said.

As social media continues to play an increasing part in the efforts to locate missing and endangered people, those in positions of power are facing tougher challenges with employees who choose to violate private information. In Zachary’s case, the writing is clearly on the wall – the FaceBook wall, that is.

Kaytlin Hootman & Zach McGinnis ~ Missing in Indiana
Zach and Kaytlin have been located, SAFE by Zach's father and step father. I would like to thank them both for their persistence and teamwork! Great job guys!
