Font Size:Default font sizeLarger font size.INDIANAPOLIS | Declaring it a "moral imperative," the Republican-controlled Indiana Senate voted 36-13 Monday to prohibit the state from contracting with any entity, such as Planned Parenthood, that provides abortion services.

"Hoosier taxpayers should not be forced to subsidize an organization that performs abortions or supports abortion, period," said state Sen. Scott Schneider, R-Indianapolis, the sponsor of the amendment to House Bill 1210.

Planned Parenthood of Indiana receives about $3.1 million a year in federal grants that are administered by state government. In 2010, it also received $31,200 in state funds. None of that money is used for abortions as federal and state law prohibits use of government funds for abortions.

According to Planned Parenthood, the funds provide some 85,000 low-income Hoosiers birth control, tests and treatment for sexually transmitted diseases, Pap tests and breast exams at 28 health centers including sites in Gary, East Chicago and Michigan City.

"If they want to reduce the number of abortions, it makes no sense to make birth control harder to get for thousands of Hoosiers who rely on Planned Parenthood of Indiana for their preventive health care," said Betty Cockrum, president of Planned Parenthood of Indiana.

"It is unfortunate that anti-choice zealots are comfortable misrepresenting the truth about this funding and how it is used."

The state funding ban does not apply to hospitals that provide abortions, which state Sen. Karen Tallian, D-Ogden Dunes, said shows Republicans are just trying to beat up on Planned Parenthood.

A similar effort by Republicans in Congress to defund Planned Parenthood failed earlier this month.

The amended legislation will receive a Senate vote this week. Lawmakers in the House also must agree to the change.

INDIANAPOLIS — A federal judge turned down a request for a temporary restraining order filed by the American Civil Liberties Union on behalf of Planned Parenthood Wednesday afternoon.

The request was in response to a new law signed into effect Tuesday by Indiana Gov. Mitch Daniels that would block the majority of public funding for the 28 Planned Parenthood Indiana locations, including the Michigan City location in the Dunes Plaza.

U.S. District Judge Tanya Walton Pratt denied Planned Parenthood’s request for a temporary restraining order on the bill. She said the state has not had enough time to respond to Planned Parenthood’s complaint and that the group did not show it would suffer irreparable harm without a temporary restraining order.

“Planned Parenthood of Indiana (PPIN) is deeply disappointed that (Pratt) decided not to grant the request for a temporary restraining order to prevent a measure from being enforced that prohibits the state’s largest reproductive health care organization from receiving federal funds,” according to the PPIN web site.

Betty Cockrum, president and CEO of PPIN, said the bill could affect up to 9,300 Medicaid patients who would apparently have to pay for the services themselves.

Cockrum said one option is to receive funds on a temporary basis from a women’s health fundraiser, but she hopes it is “a short-term, interim measure.”

She said PPIN usually gets around $3 million a year for services that include providing annual exams, birth control and STD treatments.

“An estimated 22,000 low-income people would lose basic preventive reproductive health care,” she said if all funding is eliminated.

Sen. Scott Schneider, a Republican from Indianapolis who helped sponsor the measure, said that wouldn’t be the case.

“The case made by Planned Parenthood is nothing more than a false alarm and their claims that women will go without health services are false,” he said in a statement released Wednesday. “Our new law will allow Planned Parenthood to continue to receive taxpayer funding if they simply stop performing abortions.”

Indiana Right to Life President Mike Fichter agreed with the senator, saying in a statement released Wednesday that “it’s all about abortion for Planned Parenthood. If it wants to remain eligible for state-directed funds, it can close its abortion operations today.”

But Cockrum said in a Wednesday afternoon phone interview that “not a penny of the state funding goes to abortions,” noting that abortions only account for 6 percent of the procedures they provide each year.

Instead, Cockrum offered the idea that Planned Parenthood’s existence helps reduce the number of abortions.

“The best way to reduce abortions is by making sure there is access to birth control and other services we provide,” she said.

A spokeswoman for the Michigan City Planned Parenthood location said she was not allowed to comment on the matter.

Cockrum said the Michigan City Planned Parenthood center has been in operation since 1967.
