Chapter 9.1. Price Gouging in Declared Emergencies

IC 4-6-9.1-1
Period for which emergency declared
Sec. 1. (a) Sections 1 through 7 of this chapter apply to the period during which an emergency is declared and the twenty-four (24) hours before the declaration by the governor under IC 10-14-3-12 or IC 10-14-3-13.
( b ) The definitions in IC 10-14-3 apply to this chapter.

IC 4-6-9.1-2
"Price gouging" defined
Sec. 2. For purposes of this chapter, "price gouging" means charging a consumer an unconscionable amount for the sale of fuel. Price gouging occurs if:
(1) the amount charged grossly exceeds the average price at which fuel was readily obtainable within the retailer's trade area during the seven (7) days immediately before the declaration of emergency; and
(2) the increase in the amount charged is not attributable to cost factors to the retailer, including replacement costs, taxes, and transportation costs incurred by the retailer.

Powers and duties of attorney general
Sec. 3. The attorney general has the following powers and duties regarding price gouging:
(1) To investigate complaints received claiming price gouging.
(2) To seek injunctive relief as appropriate.
(3) To seek restitution for victims of price gouging.
(4) To institute an action to levy and collect a civil penalty.

Use of information obtained in investigation
Sec. 4. (a) Information obtained during the attorney general's investigation under this chapter, including information from a person who responds to the investigation and designates the information as confidential, must be maintained as confidential until the investigation is completed by the attorney general and a course of action is determined. The attorney general may not make known in any manner any information obtained in the course of the investigation to persons other than those specified in subsection ©. Once the investigation is completed, if there is an agreed upon settlement or if charges are filed, the information becomes public.
( b ) The attorney general shall make available to the public, upon request, aggregate information concerning complaints of price

gouging. The aggregate data may not identify particular persons or locations under investigation.
( c ) For purposes of this section, references to the attorney general include other individuals designated in writing and acting on behalf of the attorney general during the investigation. A person designated shall preserve the confidentiality of information under subsection (a).
(d) A person who is served with a request for information, a subpoena to give testimony orally or in writing, or a request or order to produce books, papers, correspondence, memoranda, agreements, or other documents or records under this chapter may apply to any court for protection against abuse or hardship.

Action brought by attorney general
Sec. 5. If an investigation by the attorney general results in a finding of price gouging, the attorney general may bring an action in a circuit or superior court with jurisdiction in the county where the price gouging allegedly occurred. If the court finds that the retailer engaged in price gouging, the court may assess a civil penalty against the retailer. The civil penalty may not be more than one thousand dollars ($1,000) per transaction.

Sec. 7. This chapter preempts the power of local governments to regulate pricing of commodities under a declaration of emergency:
(1) under IC 10-14-3-12;

Considering we are usually 5-10 cents BELOW the national average, I would say MC fuel retailers are gouging.

Thanks for the info.

Also as an FYI, futures for gasoline are now under $2.50. Add in taxes and a little profit, and MC's gas prices should be about $3.10 to $3.20.

They do have a complaint link in there, and I sent one in.

You really think so? That would mean that even prior to the arrival of Ike, we were probably being taken advantage of...just willingly so. Why does it take something like this to open our eyes?

It was a bit higher than it has been historically. Usually we are somewhere between 60-80 cents over the futures price, depending on things like season and local refinery issues. (Yes I am the loser that pays attention to these correlations, highly unscientifically of course) Futures are down 40-50 cents since the storm, so the pre-storm prices weren't as bad as the post storm prices. When we were in the $3.60/gal range before the storm that was pretty close to right. As the storm approached and we went back over $4/gal, that is when it got out of whack. $4.40 is a blatant rip off IMO.

Most stations in town are now down to $4.24 or 4.25, except for my new enemy gas station, the Jewel Express was still $4.36.

I would bet within 2-3 weeks we are down into the $3.50 range or lower.

As of this morning (around 8:30am), Family Express at Coolspring & Franklin was at $4.09; Jewel was at $4.19.

So we are slowly getting to where we should be going. I think by Oct 1st we could see $3.25. (barring anything crazy happening.)

That's a lot better. We're hovering around $3.40 give or take a few cents every day so you guys are falling back down to the "normal" range. Good to hear.

I saw down to $3.83 yesterday. In the meantime the futures have rebounded pretty hard so $3.25 might be a little optimistic, but $3.50 should be realistic, if nothing happens.

We must continue to curtail our driving until the gas prices are driven down even more. As soon as consumption surges, the oil industry will properly perceive that a new floor has been set.

Gasoline shortages hit towns across the southeastern United States this week, sparking panic buying, long lines and high prices at stations from the small towns of northeast Alabama to Charlotte in the wake of Hurricanes Gustav and Ike.

In Atlanta, half of the gasoline stations were closed, according to AAA, which said the supply disruptions had taken place along two major petroleum product pipelines that have operated well below capacity since the hurricanes knocked offshore oil production and several refineries out of service along the Gulf of Mexico.

Drivers in Charlotte reported lines with as many as 60 cars waiting to fill up late Wednesday night, and a community college in Asheville, N.C., where most of the 25,000 students commute, canceled classes and closed down Wednesday afternoon for the rest of the week. Shortages also hit Nashville, Knoxville and Spartanburg, S.C., AAA said.

Terrance Bragg, a chef in Charlotte, made it to work only because his grandfather drove from a town an hour away with a 5-gallon plastic container of fuel for him. Three of his co-workers called and said they couldn't make it.

"I drove past nine or ten gasoline stations that were out of gas," Bragg said. "I had my GPS up looking for any gas in the area, from the mom-and-pop places to the corporate gas stations. Nothing. They were all taped off."

Liz Clasen-Kelly, associate director of a homeless assistance center in Charlotte, took the bus to work yesterday. On Wednesday night, she and her husband checked five stations that had no gas, passed a long line backed up onto the interstate highway and chose not to wait at an open gas station with 50 to 60 cars still lined up after 11 p.m.

"If we had waited in that line, our car wouldn't have made it," she said, adding that the gauge was pointing to empty. The bus yesterday took her 45 minutes longer than usual. "It makes you realize how addicted you are to convenience," she said.

In Atlanta, Jonathan Tyson, a Douglasville, Ga., resident who works for a company that does training for auto and RV franchise dealerships, ran out of fuel while waiting an hour in a line about 60 cars long to fill up his Land Rover. A man from the car behind helped push Tyson's vehicle down the road.

"It was crazy," Tyson said. "People were standing on side of road with gas cans saying they'd pay the person to run a [credit] card through just to get gas so they didn't run out before they got up to the pump themselves."

The city government, which uses 10,000 gallons a day, barred the public from two stations to make sure it could keep municipal vehicles running. On Wednesday night with his fuel gauge at empty, Al T. Nottage, a senior communications specialist in the Atlanta mayor's office, looked for fuel at six stations, all closed, then called AAA and said he had run out of gasoline. It brought him two gallons, enough to get to work yesterday.

AAA spokesman John Townsend said that Colonial Pipeline, a leading supplier in the region, and the smaller Plantation Pipeline, which belongs to Kinder Morgan, were functioning below capacity because of lingering refinery problems along the Gulf coast. A spokesman for Colonial, whose Web site displays a news release from Sept. 10 before Hurricane Ike hit, did not return calls for comment.

The Energy Department said that as of Wednesday 63 percent, or 800,000 barrels a day, of production in the Gulf of Mexico was still shut down as were five refineries with a combined capacity of 1.2 million barrels a day. The refineries produce a half-million barrels of gasoline a day, or about 5 percent of the nation's total supplies. Other refineries are still working at less than full capacity. Hurricane Gustav landed Sept. 1, and Ike hit Sept. 13.

"The production loss is similar to what was lost after Hurricanes Rita and Katrina," said Anne Peebles, a Shell Oil spokeswoman. "This time the physical damage [to oil facilities] was not as great, but the down time with the storms hitting back to back is similar." She said that "more fuel is coming" as facilities gradually ramp up again, but "we do think that production availability will normalize in the next several weeks."

Townsend said that the Colonial pipeline normally carries 100 million gallons a day, traveling about 2,500 miles from Texas, Louisiana and Alabama to 267 marketing terminals across the East and Southeast. Although nearly 15 percent of the gas stations in Virginia were reporting outages last week, the Washington region has been able to tap into supplies from areas such as New Jersey and Pennsylvania, which can more readily obtain supplies from tanker and other pipelines. Earlier supply problems in Chattanooga, Tenn., and Tallahassee also had eased, he said.

Other areas of the country were not so fortunate. An Atlanta Exxon dealer said that his station's allocation was only 40 percent of normal.

Mike Thornburgh, a spokesperson at QuikTrip, said that half of the gasoline retailer's 111 Atlanta area stations were open, up from a quarter last weekend. He said that QuikTrip was trying to keep stores open near commuters and schools. He said he didn't know when things would return to normal.

"I can't give a concrete answer because I don't believe anybody knows," he said.

Public officials appealed for calm as it appeared that panic buying might exacerbate supply problems if motorists try to keep more fuel than usual in their tanks. The Environmental Protection Agency suspended regulations for antipollution additives to help ease the supply situation.

Georgia Gov. Sonny Perdue provoked some angry comments on the Atlanta Journal Constitution Web site, which quoted him as saying that "there is ample fuel in the city" and that some of the panic was "self-induced."

"Perdue says we got ample gas supplies," wrote one reader. "Then why is it that every gas station in my area is out of gas. Some have been out for over 4 days."

Prices were high in cities hurt by shortages, though not as high as they were immediately after the hurricanes. In Charlotte, price ranged from $3.84 to a high of $4.31 a gallon for regular gasoline. AAA's Townsend said that travelers to the affected areas should "be prepared for sticker shock, Southern style."

The good news is that the futures seem to be trending down nicely. We could MAYBE see $3 in the next month or so. A lot of that depends on getting the deep south gasoline again, which means the gulf refineries have to come back on line... but the trend is there. Gasoline futures are trading at about $2.25 as we speak.

We're down to $3.20 this morning. A friend of mine is a truck driver from TX. He said the refineries were only shut down for three days. The day before the storm, the day of, and the day after. He said there is no reason why gas shouldn't come way down. We're dropping a penny or two a day, so you guys should catch up to us soon.

Earlier this year, many voices in the media were warning for the worst when it came to the price of oil as economic uncertainty loomed ahead. One analyst even predicted in May that oil would hit $300 a barrel.

However, now that financial turmoil has plagued the markets, the price of oil has fallen from its $147-a-barrel high in June 2008 to around $90 a barrel on Oct. 7. Around its peak, many were forecasting oil in excess of $200 by the end of 2008, but since that time the bull market in commodities has slowed or ceased, as Equidex President Phillip Gotthelf pointed out on Bloomberg TV on Oct. 7.

“I think that the commodities really outlived their, their useful rallies because they’ve exceeded the elasticity of the consumer,” Gotthelf said. “And commodities are consumables, they’re not investments. They’re speculative equals sometimes, but they’re certainly not investments.”

According to Gotthelf, those commodities include oil, which he said was poised to go to $40 a barrel or lower in the wake of the global economic turmoil.

“I’m somewhat amused. Goldman Sachs (NYSE:GS) was forecasting $200 a barrel for oil,” Gotthelf said. “I see that their forecasts are getting more and more conservative. I said $200 a barrel was ridiculous. Even $150 I thought was ridiculous. We were looking at $24 a barrel in 2004. Everybody is now making comparisons in the financial sector to the implosion of stocks in 2002, 2003 – the last stock recession. Why shouldn’t we see oil return to $40, maybe even below $40 a barrel?”

If Gotthelf’s prediction were to come true, the price of a barrel of oil would reach a low point not seen in almost four years. The last time oil was at $40 a barrel was late 2004. At that time, the media were concerned about paying $2 a gallon for gas.

Gotthelf based his prediction on the decrease in demand – a result of the economic slowdown and changes in worldwide energy supply.

“Certainly we could [see $40 per barrel] because think about the fact that we’ve had what people are now calling demand destruction – a new term,” Gotthelf said. “Basically demand is declining because of the extreme economic conditions that were facing and because SUVs are very expensive to fill up. We’re switching our way of doing business in energy and you’re going to see that reflected in the decline of world consumption.”

Our gas is $2.98 and I just got a text from one of my truck driver friends. He is in Indy this morning and said gas there is $2.99.

So, if gas in Indy is $2.99, why is it still so high up north by you guys? I wonder what it is in Chicago right now?

The station I pass on the train in the morning is still $3.99 in Hyde Park. We were down to $3.28 yesterday. The futures have actually even broken $2 in the last few days, and have been as low as $1.90. The bottom might be near though because OPEC is making noise about production cuts again.

We're dropping like crazy. This morning is was $2.94. Seeing what gas is going for in Chicago, it's no wonder you guys are still so high. That's just crazy.

Saw $3.09 at 5 am when I left for work. The rate we are going, $2.75 is really in range again, MAYBE $2.50.

Fuel prices fall to about $3 a gallon

Struggling economy helps lower oil pricing.

MICHIGAN CITY - It seems like cause for celebration.

As of 6 p.m. Monday, gasoline was $2.98 a gallon at some stations in Michigan City.

And the lower prices came just after the stock market made its worst decline in history last week.

But experts say the two don't have anything to do with one another.

Demand for oil across the globe has fallen, according to Purdue University-North Central business professor Daniel Rutledge.

"The world price of oil dropped to the $80 per barrel mark," Rutledge said, adding there are several reasons gasoline prices have dropped recently.

The demand for gasoline and diesel fuel has slackened partially because fewer vehicles are being purchased, he said. The economic slowdown is also a factor.

The make-up of gasoline is another cause. In the spring and summer, refineries build up summer blends. Rutledge said he understands that there are as many as 21 blends. Now that fall is here, the winter blend is being circulated.

"Winter blend inventories aren't as demanding as summer blends in terms of composition," Rutledge said.

Light, sweet crude for November delivery rose $3.49 before settling in at $81.19 a barrel Monday on the New York Mercantile Exchange, after earlier rising as high as $82.52. The contract fell Friday $8.89 to $77.70, the lowest price since Sept. 10, 2007.

Falling oil prices have helped drive pump prices down sharply. A gallon of regular sank 4.1 cents overnight for a national average of $3.206, according to AAA, the Oil Price Information Service and Wright Express. The average price per gallon in Indiana is $3.07.

Seven states are now seeing average prices below $3 a gallon, including Kansas, Missouri and Ohio. Gas prices should come down even more as U.S. Gulf Coast energy infrastructure continues ramping up after closures caused by Hurricane Ike.

But the United States is not the only country seeing a downturn, Rutledge said. China, France, Italy and the United Kingdom are in the midst of the same "problem," he said.

Investors are watching for signs that the Organization of the Petroleum Exporting Countries may cut production at a meeting in Vienna, Austria, Nov 18.

Iranian Oil Minister Gholam Hossein Nozari on Saturday called for stability in the oil market, saying the biggest challenge now was a decline in oil demand because of a global economic recession.

"There won't likely be any overt cuts, but there could be an informal tweaking of production that could provide support for prices," said Victor Shum, an energy analyst at Purvin & Gertz in Singapore. "It's politically unacceptable for OPEC to make cuts in the middle of a global deceleration."

The fact that it's an election year seems not to have an effect on prices. In October and November 2004, gas was $1.52 and $1.45 per gallon, respectively. One year ago, gas was $3.12 per gallon, according to AAA's fuelgagereport.com.

Down to $1.94 in MC now, I saw as low as $1.84 on my train ride yesterday. The trend continues to be good s so far, as Crude Oil is sitting at $54, with the gasoline futures having gone as low as $1.11. If that holds up, we could be looking at $1.75 to $1.80 pretty easily.

With a 7% sales tax and about 55 cents worth of state and federal taxes on a gallon of gasoline, that is pretty much impossible anymore, so you are off of the hook!

When I give a futures price, it is the next delivery month. Currently the front month is December delivery of 42,000 gallons of reformulated blend NYMEX unleaded gasoline.

For our pump prices you have to take the futures price and then add about 55 cents for state and federal gasoline taxes, about a nickel for station profits, and 7% for a sales tax total. Usually that runs about 65 to 80 cents a gallon, depending on what time of year it is, and other external factors such as outages, shortages, weather, seasonal blends, etc.

I was wondering the same thing myself. I think it must be some kind of price war, because the lowest price I have seen besides LaPorte was $1.57 in East Chicago and Hammond. Most stations are in the high 1.60's.

Why is gas almost .20 cents cheaper in LaPorte that Michigan City? Some places it is on .10 cents, but there is one station for 1.47/gallon.

Can't tell you why LP is cheaper than MC, but Wyoming is cheaper than Indiana because we have our own refineries. We drill for oil here and refine oil here and for some reason we get a break on the cost. Mind you, we are not fueling our cars with gasoline refined in Wyoming, but we get some sort of break on the cost overall. Texas is even cheaper than Wyoming.

Taxes are the biggest difference from state to state. Its why gas is much cheaper here than IL.

I put $10 in my tank last night @ 1.28/gal!! I had 1/8 of a tank when I started and after only $10 I now have 3/4 of a tank.

I don't know if anyone has been out there yet or not, but the new truck stop on County Line and 20 is open. They are offering gas for $1.94 a gallon, versus $2.15 in town. They also have a bunch of other sales, such as 18 packs of coke for $3.79 (about $5 a case, versus $6.50 or $7 most other places).

If you head to the corner McKinley and Ironwood, there is some relief at Ron's McKinley Marathon, home to the best deal in town. After nearby gas stations lowered their rates to $2.89 Wednesday morning, Ron’s was quick to follow suit.

"Ten cents a gallon adds up these days,” station owner Ron Banicki said inside his repair shop. "For each customer that comes in, you can make a penny or two on gas, which also adds up. But folks also want to purchase, pop, chips and cigarettes,” Banicki suggested.

Outside at gas pump four, North Liberty resident Crystal Wilma filled-up her manly monster of a vehicle.

“I can't fill it up all of the way. $30 here and $25 there, that's the best I can manage,” Wilma said after searching for the lowest price in town and stumbling across Ron’s McKinley Marathon.

Against the station’s financial goals, Wilma did not fall victim of impulsive buying, $30 and some change was enough to handle.

"It’s just too much. Gas already cuts into the food budget and the regular utility bills and stuff, the gas is enough," Wilma concluded.

Looking ahead, things could only get worse. Currently there are rumblings on Capitol Hill to tack on another 25 cents per gallon in taxes. Local, state and national taxes on gasoline already account for a large portion of fuel costs. With everything said and done, 53 cents a gallon goes toward taxes in Indiana, 54 cents to the gallon in Michigan. Compare that to only 32 cents in New Jersey or the U.S. state average of 48 cents.

For folks looking to save a dollar or two, there is quite a large range of prices across our region. Valparaiso residents are paying $2.77 per gallon. In Michigan City, stations are averaging about $2.84 a gallon. The majority of South Bend stations are at $2.99. However, the highest prices are in St. Joseph where people are being set back $3.09 a gallon, 32 cents more than in Valparaiso.

This spring we've seen refinery after refinery in the Great Lakes have problems. We've seen flooding on the Mississippi impact some refiners that feed the Midwest, we've seen severe weather disrupt refineries and pipelines that feed the area, just about anything that could go wrong did go wrong... at some point.

Memorial Day weekend may have been (and hopefully was) the end of problems for such energy installations. There were a whopping five major problems that led prices to spike in Michigan, Wisconsin, Indiana, Ohio, and Kentucky. TransCanada's pipeline that sends Canadian crude to the region leaked and was shut down. Enbridge's pipeline that sends Canadian crude suffered a power outage and was temporarily offline. Severe weather also brought down Marathon's Robinson, IL plant. Other outages occurred yet again at ExxonMobil's Joliet, IL plant and Citgo's Lemont, IL plant.

Chicago traded gasoline soared. Wholesale gasoline prices soared. Pump prices than followed sky high. It appears that since Memorial Day weekend the wheels are again moving and refineries are getting back online and pipelines are resuming shipments. Since last weekend, Chicago gasoline has fallen near 50 cents per gallon, which over the next week or two will translate to lower gasoline prices.

Like yours truly, many motorists in the Midwest are skeptical. And understandably so. No one knows if another plant will have a shut down. However, if things do remain quiet for the next couple weeks and we don't see the Green Goblin swoop in and mess things up, gasoline prices could begin dropping nicely. If nothing gets in the way, pump prices could drop 20-50 cents from their peak shortly after Memorial Day.

Yep, don't hold your breath, but at least we can be optimistic that the springtime blues are over.

The best way to do that is to buy stuff inside of their stations. That is where they actually make some money at. other than that, they are just passing prices on for the most part.

I just got home from Columbus Ohio. I filled up at $3.42 a gallon there and when I got back to Michigan City, I saw gas for $3.87. I can't believe the big difference.

My cousin Donella Lindsey is the store manager of the Jewel-Osco store in Michigan City and she told my mom that Jewel no longer operates the gas station and convenience store and is now operated by Family Express. She also said if the Michigan City Jewel-Osco store's sales don't pick up that they may shut down the store here.

I hate to belabor the point, but everything I have read says that Circle K, not Family Express, has bought all of the Chicago area Jewel Express stations. I guess we will find out on November 10th when the cutover happens. I am really hoping it is Circle K since they sell Shell gas.

Looking at gas prices locally and then comparing them to where the futures prices are trading, I would bet prices are going to be going up in the next day or two. I wouldn't be surprised to see something on the lines of $3.49 or $3.59 happen.

With gasoline futures hovering around $3 a gallon, retail prices have fallen back into the $3.60's around MC. If the futures stay stable and no refinery issues pop up, this is about where prices should be. I wouldn't look for prices to go too much lower, and if they do, they won't stay there.

It is our hope that once these refineries come back online Hoosiers will start to see a lower price on the retail level.”

The four refineries which experienced decreased capacity combined account for 81 percent of refining capacity in Illinois and Indiana. Zoeller said this continued decrease in supply, on a regional level, has caused the unusual increase in prices for states in the Midwest.

The Wood River refinery, the 6th largest in the country, operated by Marathon is performing annual maintenance earlier than expected this year. In addition, this refinery will be addressing environmental quality issues related to a lawsuit filed by the Illinois Attorney General’s Office.

Zoeller said scheduled partial refinery closings in Illinois include Exxon Mobil in Joliet, Marathon in Robinson and CITGO in Lemont. Indiana’s BP Whiting Refinery, which experienced a partial shutdown from June 1 – 11, is now back online.

The Attorney General’s Office received 65 gas-price related complaints so far this month – with more than 90 percent of those complaints submitted this week alone. Zoeller said this month’s spike in gas-price related complaints is the highest number the office has received in 2012.

Since 2003, the Indiana Attorney General's Office has watched the price of gasoline sold at the retail level and compared the pump prices to the local and state averages, trading prices on the futures market and other statistical data.

Zoeller said his office has authority over retail price gouging only and the Federal Trade Commission has jurisdiction over wholesale price gouging. Illegal pricing activities can include agreements between retailers to fix prices, deceptive sales acts or excessive prices during a state of emergency.

Hoosiers who want to report suspected price gouging at retail stations can do so by calling the Attorney General’s Office hotline toll-free at 1-866-241-9753.

Oil futures fighting $80. Gas futures under $2.60 in front month, down in the $2.20's out a few months. That could indicate sub-$3 gas in the fall. In the short term, assuming no refinery problems, we should be looking at somewhere around $3.25 gas within the next month.

Gas prices are really coming down around the area, as was predicted here! Price around town are hitting $3.31 in many places. Remember it hit the middle $3.80s just two weeks ago. Prices could have a little bit more room to fall, but remember, the 4th of July is coming up next week, so don't be shocked to see a temporary bump up.

Gasbuddy put a a chart on the spot wholesale prices of gas by region. The Chicago area was in the $2.30 range. If you add back taxes, that means that gas could be going to $3 pretty soon if prices hold here.

Gas prices are really crashing both locally, and around town. After the price hike last week to $3.55, Prices have fallen as low as $3.13 in town, and under $3.10 in some other towns in the area. This is probably due to the record inventory levels that were announced in the last couple of weeks, as the futures haven't gone down nearly as much as wholesale prices.

I wouldn't be shocked to see prices rebound to the $3.30 level in a couple of weeks unless futures prices start to drop as well. But for now, enjoy!

There were bigger gains in inventory in the midwest specifically. I wouldn't be be surprised to see another short term run locally at $3 a gallon soon. The price jump from Monday is already being erased quickly.

There is a 10 cent spread in gas prices between stations on South Franklin, and the cheapest stations down east Hwy 20 a bit further. Keep your eyes open!

A few stations have gotten as low as $3.44. Fill up quick as prices are going up to $3.89 at some stations.

ALERT: A gas price hike may be looming for MI, IN, OH, IL, MN, MO, WI today or tomorrow.

Drove past the corner of Woodland & Greenwood around 7am, gas was 3.49/gal.
At 2:10pm, it was 3.87/gal.

Crude oil was down sharply in trading today. I guess we get screwed again by the big oil companies.

A quick heads up... It looks like gas prices might be going up today. A few scattered stations around town have already gone up to the $3.79/$3.89 range as of yesterday. A fill up might not be a bad idea.

I spent 20 minutes in line at Kroger waiting for gas. By the time I got off work, everyone had raised their prices except Kroger, which was still at $3.59. All the other stations were at $3.99.

Heard on GMA this morning that because of what's going on in Egypt, our gas prices will skyrocket and they anticipate the national average to be over $4/gal. Which mostly likely means our gas will be close to $5/gal since we seem to always be well above the national average.

Futures have gone to $2.95 a gallon, which puts our prices at right about where they should be.

It looks like we have entered a bit of a gas price war locally. It might be triggered by the Phillips 66 station that took over the old Jewel gas station, but prices in City are as low as $3.73 in town. Places like Chesterton and Valpo are still in the high $3.80's or more.

Gas prices now as low as $3.62 around MC. With futures still around $3.04 this is on the very low end of about where prices should be. I wouldn't be surprised to see an early week spike back to the $3.89 to $3.99 range.

Gas futures are sitting at $2.96 currently, and prices around town are in the $3.45 range. That is on the pretty low end of things, so don't be surprised to see a mid-week spike.

Just as a heads up... Oil Prices are soaring today. They are up over $3 a barrel on the news out of Syria. Gasoline futures are up over 7 cents a gallon, and are back over $3.00 a gallon. It is my feeling that we are probably going to see a price spike coming in the next few days, and it wouldn't shock me if that level is around $4.00 a gallon at the pumps. Usually news like this leads to those sorts of price spikes. If I were you, I would top off my tank within the next day.

Oil: Syria threat could hike gas prices, pull in 'entire Middle East'

The threat of a U.S. strike on Syria is roiling global oil markets and could cause temporary price increases at the pump.

The price of October U.S. crude oil continued to rally Wednesday, rising to $110.34 a barrel -- a 1% increase. Brent crude oil was up $1.95 at one point, reaching nearly $116 a barrel.

Oil prices have been rising since July, when tensions in Egypt escalated into a crackdown on supporters of now-ousted president Mohamed Morsi. But prices jumped this week as the Obama administration weighed taking military action against the Syrian military for apparently launching a chemical attack against civilians.


Though Syria is not a large oil producer, the fear is that the conflict could spread across the region.

"The entire Middle East could become involved in this," said Patrick DeHaan, a senior petroleum analyst with GasBuddy.com. "The concern becomes that the supply chain could develop a kink."

DeHaan said higher crude oil prices are expected to translate into higher gas prices for consumers.

The average price of gas in the U.S. is $3.57 a gallon. In California, the average price is $3.78. If the conflict in Syria continues, those prices could rise by as much as 20 cents, DeHaan said.

In California, "prices could flirt with $4 a gallon," he said.

With Labor Day unofficially ending the summer driving season, demand should drop and price increases are expected to be temporary, analysts said.

[soapbox]What the Syrians did is atrocious, but why is it our business to attack them? I just don't understand why we have to meddle in the affairs of other countries. Our money should be spend improving our own way of life. If we minded our own business, I firmly believe 9/11 and other terrorist attacks would have never happened. We are not the Rulers of the World and we need to stop trying to be.

Gas prices have been dropping and could be 20 to 25 cents lower by Halloween.

The average retail gasoline price in the Gary metropolitan area fell 2.4 cents per gallon last week to $3.45 a gallon, according to GasBuddy.com's daily survey of more than 300 area gas stations.

Motorists can fill their tanks for as little as $3.31 a gallon in Burns Harbor, and for $3.33 a gallon in Hammond, Lake Station and East Chicago.

Prices have been falling and should decline further because the summer driving season is over, demand is dropping off and refineries are switching to a cheaper winter blend, said Patrick DeHaan, a Chicago-based senior petroleum analyst for GasBuddy.

"Kids are back in school, and people aren't taking vacations or doing as much discretionary spending," he said. "In Northwest Indiana, people aren't spending as much time on their boats in Lake Michigan. There's less vacation travel, and people aren't going to visit their lake cottages."

Gas prices traditionally decline in the fall, but retail prices are even lower this year because the hurricane season has largely passed without inflicting much damage to Gulf Coast oil refineries, DeHaan said.

The average price Sunday in the Gary metro area was 17.8 cents a gallon lower than a month ago and 41.7 cents a gallon lower than a year ago.

Indiana has has one of the biggest year-over-year drops in the country, Gasbuddy chief oil analyst Tom Kloza said. Gas has even fallen below $3 a gallon in Terre Haute.

Recent history suggests gas should get even cheaper between now and Halloween, by another 20 to 25 cents a gallon, Gasbuddy's analysts predict. A hurricane, escalation of the conflict in Syria, or several other factors could however abruptly halt the downward slide, DeHaan said.

"Indiana prices have been on a roller coaster," DeHaan said. "Prices should reverberate between $3.15 to $3.35 by Halloween, but that's just the range."

Downward pressures on gas prices should keep the upper hand over the upward pressures for the foreseeable future, but the balance can shift daily, he said.

Given the cost of oil, a few refineries for instance might struggle to make money on the current retail gasoline prices and throttle back on production, which would prop up what motorists pay at the pump and restore their margins, DeHaan said.

A bit good news on the gas price front locally. Now that the Syria news seems to have faded from the front page, futures prices have fallen into the low $2.60's and the prices at the pump have fallen accordingly. Locally we have gotten down to as low as $3.16 with all of the other towns in the Region around the same area of pricing. Price levels are sustainable in this area, so unless we fall towards $3, I wouldn't expect any price spikes in the short term. The wild card in this is the government shutdown. If it lasts for a longer period of time, we could actually see prices fall as economic activity slows. This information is also subject to the usual caveats about world news and refinery outages causing quick price spikes.

I haven't seen a warning from GasBuddy, but this morning prices in Valpo have spiked from $3.22 to the $3.49-$3.55 area. I don't know if this is a local spike, or if it just means our prices will spike later in the day, but I thought people might want the heads up.

Bad News at the pump... Looks like it is gas price spike day today. Prices appear to be jumping to $3.29 around The Region. If you see a price in the $2.90's fill up soon, because it won't last.

Thanks for the heads up! I went out at lunch and managed to get my gas at Knoll Bros for $2.93/gal. While I was filling up, they increased the price to $3.27/gal. So, thanks to you, I beat the increase! biggrin.gif
