MICHIGAN CITY — A former Michigan City Common Council member is pursuing an At-Large seat on the La Porte County Council.

Dave Biela, a Democrat, professional printer and owner of Biela Printing Co., said he is seeking the county office “because I really do want to make a difference.”

On the city council, Biela represented the second and third wards in the 1980s. During that time, he noted, he was “instrumental in bringing high-pressure sodium street lighting to the city, which ultimately has saved the city millions of dollars in utility costs.

“It saved the city about $70,000 per year.”

That move led NIPSCO and other communities in the utility’s service area to make the same change. In all cases, he noted, NIPSCO absorbed the capital costs for the changeover.

Biela, who also delivers The News-Dispatch, has been honored by the Michigan City Economic Development Corp. for owning and operating his business here for more than 40 years. He is secretary-treasurer of the Gary Typographical Union 590 of the Communication Workers of America. The Gary unit covers La Porte, Lake, Porter and St. Joseph counties.

The former director of the I.C. Baseball League, Biela led the league in building the baseball diamonds it continues to operate on the city’s West Side near Indiana State Prison.

He also has coached girls softball in Michigan City at the high-school level, and since 1985 been a timekeeper for the Michigan City Area Schools athletic department, as well as for the Marquette High School basketball program.

Biela has had many conversations with residents who are having trouble with their reconciled tax bills.

As a member of the council (which has no legislative power), he would like to work with the commissioners on the creation of a program for paying taxes over time. He would like to see such a payment plan available to taxpayers like those on fixed incomes, the elderly, those with disabilities “or to those who through no fault of their own never received tax bills.”

He knows the role of the council in creating a payment plan might be likened to that of a wise uncle, someone who can suggest or advise commissioners cooperatively.

A La Porte High School graduate, Biela has been married for 40 years. He and his wife are the parents of three and grandparents of three. He served in the Army from 1967 to 1969 in Da Nang, Vietnam. He is a member of Veterans of Foreign Wars Post 2536, American Legion Skwiat Post 451, AARP and Michigan City Senior Center.

The owner of residential, retail and rental properties, Biela wants voters to know he “understands the budgetary process,” and that he supports tax relief.

It is his nature to look for answers when people bring him questions or issues, Biela said.

“If the voters give me a chance, I will work to provide hope on the horizon,” he added.
