Demolition of structures is 95% complete to date in Michigan City. Properties are being boarded up and managed by NICTD’s contractor. All of the residential structures will be demolished by the end of March.
The historic 11th Street station has been demolished and foundation removal is complete. The block is fenced and portions of the sidewalk are closed to allow for continuing work. Pedestrians must use the south side of 11th Street.

Construction on 11th Street began February 28, 2022, which included a full closure of 11th St itself. The project provides weekly updates to Michigan City Mayor Duane Parry and city staff including police, fire and county emergency response teams, to ensure everyone is prepared for upcoming work. Michigan City residents can expect north/south street closures that progress westward as construction advances, with signage indicating which streets will be closed. Residents, businesses and other property owners are also being notified of any work that will impact ingress/egress for their particular site.

Construction on 10th Street will occur to the south of the existing roadway, where the two new tracks will be installed. At the completion of the work, the current tracks down 10th Street will be removed and the roadway repaired.

Larson-Danielson Construction was awarded the contract to remove the façade from the historic station building on 11th and Franklin streets. It has been removed, and is being repaired and stored for future re-erection onto the large 11th Street Station and parking structure. The City is currently working with Flaherty & Collins, a developer, to evaluate alternative Transit Oriented Development (TOD) options for the block bounded by 10th, 11th, Franklin and Pine. Plans for that development are in progress. Questions should be directed to the City of Michigan City for the TOD effort.

In order to allow for construction of the new rail line, busing between Dune Park and Carroll Ave. stations is in effect for passengers on all weekday and weekend trains. Dune Park to Carroll Ave. bus service operates on the regular SSL train time schedule. Loop bus service is provided to Michigan City 11th St. (bus stop located @ 920 Franklin St.) and Beverly Shores Station. *Note: Beginning June 6, 2022, loop busing will be temporarily suspended to Beverly Shores Station due to the closure of Broadway. Busing to Beverly Shores will resume after Broadway reopens (expected duration 14 days). Loop buses do not operate on regular SSL train schedules. Those passengers will be bused to either Dune Park or Carroll Ave., where they may board the next scheduled SSL train. Governor Eric J. Holcomb this week announced construction is moving forward on one of the largest public transit investments in Indiana’s history – double tracking of the South Shore Line from Michigan City to Gary.

This project, a prominent piece of Gov. Holcomb’s Next Level Agenda, adds nearly 18 miles of new track over a 26-mile corridor along the Northern Indiana Commuter Transportation District’s (NICTD) existing South Shore Line between Gary and Michigan City and makes multiple improvements to the existing line.

“The Double Track Project is transformative for Northwest Indiana and the positive impacts will be felt across the state for generations to come,” Gov. Holcomb said. “This game changing project is another prime example of how Indiana is laser-focused on connecting people and businesses to our state’s exceptional quality of life, great communities, and pro-growth business environment.”

South Shore Double Track Project

The Double Track Project includes 18 miles of new double track territory including a separated two-track right-of-way along two miles in Michigan City. The project will include replacing the current street-running tracks on 10th and 11th Streets, a new overhead contact system, 22 at-grade crossings, 20 culverts, platform upgrades at five stations and more than 1,400 parking spaces. The project will increase train frequency and drastically reduce travel time on the South Shore Line. Once the project is complete, service is planned to operate every 16 minutes during weekday peak periods and approximately every 75 minutes during weekday off-peak periods and evenings.

The project will improve safety along the entire alignment, especially in Michigan City, where the new alignment will remove the street-running tracks, eliminate 20 at-grade crossings, and provide a safer environment for passengers boarding trains.

Construction is expected to finish in early 2024 with passenger service starting later in the year.

In addition to the Double Track project, Gov. Holcomb has made the West Lake Corridor extension of the South Shore Line a Next Level Agenda priority. Combined, the Double Track and West Lake Corridor projects are projected to attract approximately $2.7 billion in private investment to Northwest Indiana, and result in over 6,000 new jobs and $5 billion in economic impact by 2048.

Federal, state, regional and local officials joined Gov. Holcomb to officially break ground on the Double Track project. The nearly $650 million project is funded through a mix of federal, state and local dollars with $173 million in federal funding coming from the Federal Transit Administration’s Capital Investment Grants program and another $24 million coming from the American Rescue Program.

Wabash is expected to close for approximately 30 days sometime the week of July 11th. Road closure information will be updated as work progresses.

The City Council approved $1 million in American Rescue Plan Act funds to help create a quiet zone along the South Shore Line route through the city.

Engineers will still sound their horns if they see anything dangerous, Councilwoman Tracie Tillman, D-5th, said.

Resident Tommy Kulavik, a frequent South Shore rider, warned against creating the quiet zone. “I think with quiet zones we’re going to see an increase in accidents,” he said.

With City Council action to create a quiet zone, and Federal Railroad Administration approval, improvements will be made at grade crossings to deter vehicles from crossing the tracks when a train is coming. Those can include a raised median between lanes and crossarms that extend all the way across the road. Closing a crossing is an option, too.

“We can only go so far as far as the guardrail can be,” Tillman said. Each crossing is evaluated separately to determine the best way to handle vehicle traffic.

Resident Rodney McCormick advised against closing crossings. “As public servants, shouldn’t you listen to the public?” he asked. “These people vote for you.”

“This is not closing down Holliday Street,” Councilman Bryant Dabney, D-1st, said. “The crossings are going to be safe so they can be quiet zones.”

“You cannot take your car and jump over the median to get around the rail,” he added.

The Double Track NWI project includes improvements at grade crossings to qualify for a quiet zone on the western side of the city. The council’s recent 6-0 vote means the remaining crossings, outside the project’s boundaries, will also be improved.

In other action, Council Vice President Don Przybylinski, D-at large, blasted Mayor Duane Parry for not attending the council’s latest meeting to provide an update on the status of street and sidewalk repairs.

“At least show the council some respect to come and discuss the item” as Przybylinski requested, he said.

Other cities have already begun that work, Przybylinski observed. “To me, the city’s behind the 8-ball in this whole thing.”

MICHIGAN CITY – 10TH AND 11TH STREET AREA
Track construction is underway at the east end of the Double Track project in Michigan City (Michigan Blvd is eastern project limit).

Construction on 11th Street began February 28, 2022, which included a full closure of 11th St itself that will run through mid-November 2022. Michigan City residents can expect north/south street closures that progress westward as construction advances, with signage indicating which streets will be closed and when. The site of the future 11th Street Station and Transit Oriented Development is the block bounded by 10th, 11th, Franklin, and Pine Streets. That block is currently fenced and portions of the sidewalk are closed to allow for continuing work.

Installation of the overhead catenary poles is in progress in the Right of Way south of 10th St.

The intersections at 11th and Franklin were converted from a stoplight to a stop sign configuration during construction. Construction on 10th Street will occur to the south of the existing roadway, where the two new tracks will be installed. At the completion of the work, the current tracks down 10th Street will be removed and the roadway repaired.
Willard Ave is closed from July 20 through September 22 to construct the new north track through this intersection.

Tennessee Street is scheduled to re-open on September 12.

Wabash Street closed on August 4 to construct the new north track through the intersection and is expected to re-open around September 27. Franklin Street and Washington Street remain open during the Wabash Street closure to provide north-south access across 11th Street. Road closure information will be updated as work progresses.

NICTD owns the property just west of County Line Road north of US 12 in the Town of Pines. NICTD’s Construction Management firm, WSP, has a construction office (trailer) at this location. Walsh/Herzog Joint Venture, the Double Track Project’s main contractor, also has various trailers onsite. The Northern Indiana Commuter Transportation District (NICTD) recently announced that the two tracks should be completed from Dune Park Station to Michigan City by early autumn.

Commuters are currently riding buses provided by South Shore from Michigan City to the Gary Metro Station.

When the tracks reopen between Dune Park Station and Michigan City, the buses will be discontinued between the two stations.

However, South Shore Line commuters heading west towards Chicago will still have to take the bus from Dune Park Station to the Gary Metro Station.

It is likely that westbound commuters will be taking the bus from the Dune Park Station until the $649 million Double- Track Project is finished in the spring of 2024.
